Internet for everyone

Fazlul Huq has been talking about this for quite some time. Just because of the lack of proper planning, implementation and surveillance, how can one country's internet system crash? But by the end of 2021, the final implementation of the digital Bangladesh is possible only through the fastest possible Internet access.

Fazlul Huq's reflection on the Internet was also reflected in an international report. A global organization named Okla publishes an index of internet speed in different countries of the world every month. Users of different countries use the Oklahr 'Spidest' application to track their internet speed. Based on this in the July report (<http: //www. speedtest.net / global-index>), the 122 countries in the world have 120th position in mobile internet speed. Afghanistan's location, including all the neighbors, is also above us. And with fixed broadband internet speed, Bangladesh ranked 78th among the 133 countries in the world.

According to the Bangladesh Telecommunication Regulatory Commission (BTRC), the number of Internet users in the country is 7.33 million. Of these, 6 million 86 million mobile subscribers and Internet service providers (ISPs) have a subscriber base of 46 million. The total internet bandwidth used by this 7.5 billion Internet subscribers is 426 GBps. Of these, only the rest of the 110 Gbps and ISP subscribers have access to mobile phones. This means 93 percent of mobile subscribers only
26 percent using bandwidth. 13 times more mobile subscriber bandwidth usage is only one third of ISP subscribers!

In the first light on July 31, the news of 'Internet business costs will increase', the government has decided to increase the ISP license fee by 10 to 25 times. The new license fee for Nationwide ISP that could provide internet services across the country has been fixed at Tk 25 lakh. The annual license renewal fee of such ISP will be Tk 5 lakh. In both cases, the previous fee was Tk 1 lakh. That is, 25 times increase! It has been proposed to pay new license fees of Central Zone ISP 15 lakh and license renewal fee 3 lakh. And the new license fee of Zonal ISP will be Tk 10 lakh and renewal fee of Tk 2 lakh. Apart from an additional license fee, now these companies will earn 1 percent of the revenue of the internet business, and the BTRC will be required to submit a Social Security Fund (SAF) to 1 percent of the revenue sharing, according to the BTRC.

Increasing the ISP license fee in world history by 25 times is not only an unprecedented event but it is also a world record. Apart from this, it was never heard that low-profit organizations such as ISPs gave revenue to the world, anywhere in the revenue sharing or social responsibility fund. With this initiative, there is no doubt that the huge amount of internet prices will increase in the consumer level. And at the places where prices can not be increased, the quality of service will be reduced.

The global Internet is now recognized as a fundamental right. After the food, clothes and housing, governments are now taking 'Broadband for everyone' policy. Three important issues are given globally in the Internet. This is the first of the social equality. Internet is more powerful than industrial revolution in expansion of social equality. After connecting to the Internet, the color of the customer does not create a different color. The second power of the Internet is the ability to create employment opportunities and reduce the adversity of business. It is said, every one thousand new connections create eight new jobs. Not only that, the growth of 10 percent of broadband can increase by 1 percent of national income. The growth of self-employment also increases in the growth of the Internet. It has been found in the last few years by seeing the increase in the number of Facebook-based business enterprises in the country. The last is the spread of education. The internet has sparked a struggle to burn quality education by making huge efforts to make quality education available to everyone. For these reasons, there is a great effort to spread broadband in the country. Bangladesh may be exceptionally different The reason is that the organization that is supposed to do these tasks is busy with 'other things'.

Immediately after formation of government in 2009, the present government has started formulating and implementing a time bound broadband policy. Under the initiative, the introduction of the third generation of mobile services, expanded broadband borders and gradually provides only alternate connections to the country's submarine cable. Unfortunately, even after the policy has been lapsed in 2015, there is no initiative to update it till date. It is not known whether or not there has been any accountability for achieving that policy. But at the same time, the information and communication technology policies have been revised once again and have been updated and updated.
